Working Visit of the SCAPR Delegation to AGEPI

Deputy General Director of the State Agency on Intellectual Property (AGEPI) Andrei Popa met today, 12 March 2019, with the delegation of the Societies’ Council for the Collective Management of Performers’ Rights (SCAPR) in the composition of the Director General of the Romanian Center for Performers’ Rights Management (CREDIDAM) Stefan Gheorghiu and the Head of Legal and International Department of the Organization for the Collective Management of Intellectual Property Rights of Performers in France (SPEDIDAM) Xavier Blanc.

The legal framework existing in the Republic of Moldova on performers’ rights, the degree of implementation of the legal provisions referring to this subject and the current state of revision of the Law No.139 of 02.07.2010 on Copyright and Related Rights of the Republic of Moldova were discussed during the meeting.

The members of the SCAPR delegation were interested in issues related to the accountability of the parties involved in the process of collection and payment of compensatory remuneration for the equipment used for copying or reprographic reproduction as well as for the media on which audio and audiovisual recordings can be made and stored, and also in other provisions included in the draft Law amending and completing the Law No. 139/2010 on Copyright and Related Rights.

SCAPR representatives expressed their willingness to provide both AGEPI and collective management organizations in the Republic of Moldova assistance in establishing cooperation relations with international experts in the field, access to international practices related to effective management of rights and support in negotiating cooperation agreements between the collective management organizations of the Republic of Moldova and similar organizations of other states, for the mutual representation of performers’ rights.
