Topics on Development and Intellectual Property – on WIPO Agenda

The 23rd session of WIPO’s Committee on Development and Intellectual Property (CDIP) was held from May 20 to May 24, 2019 in Geneva, Switzerland, in the framework of the World Intellectual Property Organization (WIPO).

The International Conference on Intellectual Property and Development – How to Benefit from the IP System took place on May 20, 2019, under the auspices of WIPO’s CDIP. The Conference brought together hundreds of Member States delegates, observers and participants from across the world which joined a high-level discussion on how to use the intellectual property system to further economic, cultural and social growth in developing countries.

The Conference was opened by WIPO Director General Francis Gurry, who welcomed the participants, including hundreds of viewers registered to join in remotely via webcasting, and outlined how IP helps to promote development.

“The main impact on development, the direct impact, is through innovation and creative and cultural production. And these, of course, are the reasons for which we have intellectual property,” said Mr. Gurry. The WIPO Director General also highlighted several challenges for developing countries, including how to prioritize and strategize for innovation among other pressing policy requirements and how to handle the local ramifications of fast-changing technologies created in a global context.

The Conference included 4 sessions, during which the following issues were discussed:

  • How the IP system benefits innovation;
  • How the IP system benefits creativity;
  • How the IP system benefits global issues;
  • Open discussion on the challenges and opportunities of the IP system in the current world.

The participants in the Conference had the opportunity to analyze national, regional and international knowledge and experiences on recent IP and development issues, as well as to strategize on how best to benefit from the IP system.

WIPO’s CDIP meetings were held on 21-24 May, attended by delegates from WIPO Member States, representatives of international intergovernmental and nongovernmental organizations with observer status. The session was chaired by Ambassador Hasan Kleib, Permanent Representative of the Republic of Indonesia to the United Nations Office, WTO and other international organizations in Geneva.

In the opening of the session, WIPO Director General Francis Gurry welcomed the commitment and continued interest of the Member States in the work of this Committee and the implementation of the Development Agenda (AD) projects. Mr Gurry also referred to the main topics on the Agenda of the Session and its highly loaded program, the diversity of implemented projects, attesting to the wider involvement of IP in the most diverse areas of the economy and wished success in the session.

The agenda of the current session covered 12 topics, on the margins of which 16 basic documents and 2 informative documents (country studies on various fields) were presented and discussed. All documents are presented in 6 working languages ​​and can be accessed on the WIPO web site at https://www.wipo.int/meetings/en/details.jsp?meeting_id=50417.

Among the main topics discussed and approved by the Committee were the Director General’s Report on the Implementation of the Development Agenda, the Report on WIPO’s Contribution to the Implementation of the Sustainable Development Goals and its Associated Targets, and two Completion Reports of the Project on Cooperation on Development and Intellectual Property Rights Education and Professional Training with Judicial Training Institutions in Developing Countries and Least Developed Countries and “Strengthening and Development of the Audiovisual Sector in Burkina Faso and Certain African Countries – Phase II”.

The Committee has also examined the Work Program for Implementation of Adopted Recommendations, including Member States Additional Inputs on the Way Forward on the Modalities and Implementation Strategies; the Follow-up Proposal to the Feasibility Study on Enhancing the Collection of Economic Data on the Audiovisual Sector in a Number of African Countries; the Revised Project Proposal for the Development of the Music Sector and New Economic Models of Music in Burkina Faso and in Certain Countries of the West African Economic and Monetary Union; the Project Proposal Submitted by the Plurinational State of Bolivia for the Registration of the Collective Marks of Local Enterprises as a Cross-cutting Economic Developing Issue; the Summary of the Study on Intellectual Property, Tourism and Culture: Supporting Development Objectives and Promoting Cultural Heritage in Egypt and on the Use of the Intellectual Property System in the Mining Sector in Brazil and Chile; the Proposal submitted by the Russian Federation on “IP and Development in the Digital Environment”. The Committee took note of the topics addressed or adopted by consensus the corresponding positions on them.

The Republic of Moldova was represented at the 23rd session of the WIPO’s Committee on Development and Intellectual Property, including the International Conference on Intellectual Property and Development, by Svetlana Munteanu, Counsellor of AGEPI Director General.
