Strengthening the National Copyright Framework: Training Workshop on the EU Regulation on Portability of Online Content Services

Today, June 25, 2026, the State Agency on Intellectual Property of the Republic of Moldova (AGEPI), with the support of the German Foundation for International Legal Cooperation (IRZ), organized a training workshop dedicated to the application of Regulation (EU) 2017/1128 on cross-border portability of online content services in the internal market and Directive (EU) 2019/790 on copyright and related rights in the Digital Single Market.

The event, held at the headquarters of AGEPI, brought together representatives of public authorities, regulatory and control institutions, as well as the private sector and non-governmental organizations interested in the process of harmonizing national legislation with the European Union acquis in the field of copyright and digital services.

The workshop trainer was Dr. Sebastian Pech, a German lawyer specializing in intellectual property, mass media law and digital technologies, who presented to the participants the European experience of implementing the European Union normative framework in the field of digital single market.

The training was attended by representatives of the Ministry of Economic Development and Digitalization, the National Agency for Regulation in Electronic Communications and Information Technology, the Audiovisual Council, the General Police Inspectorate, the Ministry of Culture, the National Center for Personal Data Protection, the State Inspectorate for Supervision of Non-Food Products and Consumer Protection, the Customs Service, the Office for European Integration, as well as representatives of online content service providers and civil society.

The workshop agenda covered key aspects of the digital single market, including the scope and implementation mechanisms of Regulation (EU) 2017/1128 and Directive (EU) 2019/790, in the context of the Republic of Moldova’s accession to the European Union and the commitments undertaken to harmonise national legislation with European standards in the field of copyright and related rights.

Opening the event, the Director of AGEPI, Mr. Iulian E. Iorga, highlighted the practical and strategic importance of the topics addressed. Today’s topics are not only relevant from the perspective of accession to the European Union, but especially through their concrete effects on the digital future of the Republic of Moldova. The Regulation on portability transforms the possibility for citizens to access online services while travelling into a guaranteed right, eliminating territorial barriers. At the same time, the Directive on copyright in the Digital Single Market contributes to strengthening the balance between the interests of creators and users, ensuring adequate remuneration for authors and fair access to cultural content,” said Mr. Iorga.

Present at the event, Ms. Khatuna Diasamidze, representative of IRZ, welcomed the progress made by the Republic of Moldova in its European journey and reaffirmed the willingness of German partners to continue the support provided to national institutions in the process of legislative harmonization and institutional consolidation.

The participants appreciated the current and applicable nature of the topics addressed, emphasizing the usefulness of the exchange of experience with European experts and expressing their interest in continuing training activities.

During the discussions held after the workshop, representatives of AGEPI and IRZ examined the prospects for developing bilateral cooperation. The Director of AGEPI expressed the institution’s appreciation for the support provided by German partners in facilitating the transfer of knowledge and best practices in a field that is particularly relevant for the process of European integration of the Republic of Moldova and reiterated the interest in expanding cooperation on other priority topics in the field of intellectual property.

By organizing this workshop, AGEPI and its partners aimed to strengthen the institutional capacities of national authorities, promote legal certainty and interinstitutional cooperation, as well as facilitate the alignment of the national normative framework with European Union standards, thus contributing to the preparation of the Republic of Moldova for integration into the European digital single market.
