On April 23–24, 2026, in Chisinau, the National Workshop on Public Lending Right, dedicated to the World Book and Copyright Day, took place. The event was organized by the State Agency on Intellectual Property (AGEPI), with the support of the European Union Project “Strengthening Intellectual Property Rights – Enlargement and Neighborhood” (EU4IP) and the “Swiss PartnershIP Moldova” Project, with the objective of identifying the most appropriate solutions for the implementation of the public lending right in the Republic of Moldova.
The event brought together participants from various fields, including representatives of central public authorities, the Ministry of Culture and the Ministry of Justice, as well as the Parliament of the Republic of Moldova, along with representatives of libraries, collective management organizations (CMOs) and international experts in the field.
On the first day of the event, participants analyzed the regulatory framework of the European Union and international best practices in the field. The invited international experts shared the experience of the states in the process of transposing the directives on the public lending right, highlighting the challenges and solutions applied. At the same time, aspects related to the legal and institutional context in the Republic of Moldova were addressed, as well as the role of libraries in the practical implementation of this mechanism.
The second day was dedicated to a roundtable, during which public policy scenarios for the implementation of the public lending right were discussed. The discussions focused on financing models, the institutional and material scope, as well as the mechanisms for collecting and distributing remuneration to rightholders. The institutional and technical arrangements necessary for the efficient functioning of the system were also examined.
During the discussions, representatives of the Librarians Association highlighted the main challenges currently faced by libraries in the Republic of Moldova, taking advantage of the opportunity to ask questions to international experts and obtain relevant clarifications.
The event constituted a relevant platform for dialogue between authorities, experts and stakeholders, contributing to advancing the process of harmonizing national legislation with the European Union acquis and strengthening the copyright protection framework in the Republic of Moldova.
