Results of the Assessment of Law No. 139/2010 on Copyright and Related Rights Presented During a Round Table

A roundtable in the field of copyright and related rights was held on April 23 in online format. During the event, the Report on the Assessment of Law No. 139/2010 and the Draft Amendment thereof for harmonization with EU directives and international treaties in the field of copyright and related rights. The report was prepared by the European expert, Irina-Lucan Arjoca, within the European Union Project “Support for Structured Policy Dialogue, Coordination of the Implementation of the Association Agreement and Enhancement of the Legal Approximation Process”.

The event was attended by AGEPI specialists, representatives of collective management organizations from the Republic of Moldova and users of the copyright and related rights system.

We mention that this event is part of the activities carried out by the State Agency on Intellectual Property (AGEPI) with the support of the EU Project “Support for Structured Policy Dialogue, Coordination of the Implementation of the Association Agreement and Enhancement of the Legal Approximation Process” and was agreed during the working meetings focused on the harmonization of copyright and related rights legislation with the relevant international and European standards in the field, organized in December 2020.

Thus, the participants in the event had the opportunity to get acquainted with the position of the European expert on the regulatory framework of the Republic of Moldova in the field of copyright and related rights and to ask questions on the topics covered in the report.

At the end of the event, Viorel Iustin, Director General of AGEPI informed the audience about the position of the State Agency on Intellectual Property regarding the recommendations made by the European expert, thanked the rapporteur for involvement in the evaluation process of Law 139/2010 and expressed his hope that both CMOs and users will continue to be involved in the process of improving the system of protection of intellectual property rights, in particular on the collective management of copyright and related rights.

The project “Support for Structured Policy Dialogue, Coordination of the Implementation of the Association Agreement and Enhancement of the Legal Approximation Process” aims to increase the capacities of the Government of the Republic of Moldova and other key national institutions in implementing the European Union-Republic of Moldova Association Agenda, by: enhancing the structured policy dialogue with civil society and raising awareness on the Association Agreement; improving the policy development mechanisms for adequate budgeting and feasibility thereof and action plans for the implementation of the Association Agreement; supporting the legal approximation process by providing technical expertise; upgrading the IT systems used to implemen the Association Agreement.

The project is funded by the European Union and will be implemented over five years (June 19, 2020 - June 18, 2025) by an international consortium led by DAI/Human Dynamics.
