Regional forum for the university coordinators in the field of intellectual property

The 14-16 July, 2009 in Bishkek, Kyrgyzstan, was held the regional forum in the field of intellectual property for the university coordinators, organized by Kyrgyzpatent under the auspices of the World Intellectual Property Organization (WIPO).

The forum was open by Sergey Zotine, Principal Legal Adviser, Department of WIPO for some countries in Europe and Asia, after which there was represented the report ‘The role of IP in university education and international registration systems”, with emphasis on patent information , stipulations of Patent Cooperation Treaty (PCT), the specific Madrid and Hague registration systems.

According to the Forum program were presented also reports of several experts in the field of innovations. Yumico Hamano, coordinator of the project WIPO University Initiative, Department of Innovation and Technology Transfer WIPO has presented three reports on “The universities and technologies management: IP ownership, created through research, marketing of the research results” “Using the patent information for managing IP”, “The WIPO program University Initiative”. Mark Mawhinney, General Manager of innovative ISIS, Oxford, United Kingdom, spoke about ISIS company practice in the field of technology transfer and also on the advantages of some modes of technology transfer, and Istvan Molnar, Director General of the Innovation Center “BIOPOLISZ” Hungary, reported on the process of technology transfer as an industrial perspective and on the need of more effective collaboration between universities and industry.

In the Forum work took part representatives from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan, Ukraine and Uzbekistan.

Delegates of each country had represented experience obtained by their offices. During discussions related to some presentations were noted common problems of post-Soviet space, as well the possible solutions thereof.

Moldova at this forum was presented by a delegation of Michael Vornicescu, Deputy director-general of the Agency for Technology Transfer and Innovation (ASM), Dr.. Valeriu Dulgheru (Technical University of Moldova), Viorel Grosu, chief marketing and services, AGEPI, who presented reports on “Technology Transfer in Moldova” and “Training in the field IP by AGEPI”.

The main scope of the Forum consisted in the exchange of experience between participating countries on effective use of intellectual property rights, dissemination of knowledge in the field of IP, especially through higher education institutions.
