A meeting dedicated to collective management organizations from the Republic of Moldova and Romania took place on 26 March 2025, in Bucharest. The event, organized by the State Agency on Intellectual Property of the Republic of Moldova (AGEPI) and the Romanian Copyright Office (ORDA), aimed to create a dialogue platform for the collective management of copyright and related rights, while facilitating constructive and efficient cooperation between the relevant organizations from the two countries.

The discussions focused on the ways in which collective management organizations from the Republic of Moldova can adopt good practices and innovative solutions from the European Union, in order to harmonize national legislation with European norms. The challenges and opportunities in the field of copyright and related rights management, essential aspects for the effective protection of rightholders, were also addressed.

The event was attended by representatives of collective management organizations from the Republic of Moldova: AUTORITY, ARTTON, VICTORIA LEGALITĂȚII, ADERO and the representative of the Common Collection, Licensing and Rights Authorization Structure - PA CS CLRA. From Romania, the most important organizations in the field were present, such as CREDIDAM, DACIN-SARA, UCMR-ADA, UPFR, UPFAR-ARGOA and VISARTA. The participants had the opportunity to share their experiences, discuss models of good practices and establish contacts for future cooperation.

Following the discussions, the importance of continued cooperation and exchange of good practices between collective management organizations from Romania and the Republic of Moldova was emphasized. The organizations agreed to cooperate more closely to implement the necessary reforms, and the Romanian CMOs expressed their full willingness to support the development of a more efficient and balanced copyright management system in the Republic of Moldova, better adapted to the needs of content creators.

“We are convinced that this meeting represents an important step in strengthening bilateral cooperation between the two countries and in developing a stronger and more efficient collective management system for copyrights. This cooperation will contribute to improving copyright protection and supporting the creative industries in the Republic of Moldova and Romania,” said AGEPI Director General Eugeniu Rusu. He also reviewed recent developments in the field of copyright and related rights, in the context of the alignment of Moldovan legislation with the European acquis, a process that has led to the approximation of the regulatory framework in the Republic of Moldova to that in Romania.

At the end of the discussions, the Director General of AGEPI launched an appeal to collective management organizations in Romania to support their colleagues in the Republic of Moldova in strengthening their capacities for the efficient administration of rights under management, in the interest of authors, performers and other rightholders they represent. At the same time, AGEPI and ORDA reaffirmed their willingness to further facilitate cooperation between collective management organizations in Moldova and Romania, providing a continuous platform for communication and dialogue.

The event ended with a firm commitment from the participants to continue cooperation and support the implementation of European legislation, thus contributing to the strengthening and modernization of national copyright management systems in both countries.
