Visit of EUBAM Representatives to AGEPI

On November 25 this year, representatives of the European Union Border Assistance Moldova and Ukraine (EUBAM) undertook a visit to the State Agency on Intellectual Property (AGEPI). The delegation was represented by the deputy head of the EUBAM mission Slawomir Pichor and the EUBAM Customs expert responsible for Working Group on Intellectual Property Rights, Marcin Sobierajski.

EUBAM representatives had a meeting with the AGEPI Director General, Lilia Bolocan. During the meeting were also reviewed the most important results on the enforcement of intellectual property rights in the past year, namely:

  • approval of the National Intellectual Property Strategy and Action Plan;
  • examination of the new EU regulations concerning customs action in order to enforce the intellectual property rights at the border and their implementation in the national protection system;
  • creation of the Observatory on Enforcement of Intellectual Property Rights;
  • signing of the Interdepartmental Order on the Creation of the Unique Information System in the field of intellectual property;
  • organization of the Interregional Symposium on the Enforcement of Intellectual Property Rights with the participation of representatives from 33 countries;
  • conduct of the National Society Awareness Campaign “STOP Piracy and Counterfeiting”;
  • launch of the site www.stoppirateria.md, etc.

The head of the EUBAM Mission reiterated the importance of respecting the intellectual property rights from the perspective of the authorities, right holders and consumers. In this regard, the authorities’ efforts to combat counterfeiting and piracy phenomena have been appreciated.

Also, for 2014, were agreed some common actions, namely:

  • realization of the 2nd National Report on Counterfeiting and Piracy;
  • organization of the young generation awareness campaign on the risks of counterfeiting and piracy:
  • training of customs officers.

The Mission aims to make a sustainable contribution to the development of border-management procedures that meet European Union standards and serve the legitimate needs of Moldovan and Ukrainian citizens, travellers, and trade, which in turn enhances regional security and supports economic development.

The European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) was launched on 30 November 2005 following a request made jointly to the European Commission by the presidents of the Republic Moldova and Ukraine.

EUBAM is an advisory, technical body mandated to enhance the border-management capacities of our partners – the border guard and customs authorities and other law enforcement and State agencies of Moldova and Ukraine.

On a broader context and within the framework of the European Neighbourhood Policy, EUBAM is a unique instrument by which the EU strives on the one hand to encourage the movement of legitimate trade and travel, and on the other hand to guarantee security for its citizens and tackle criminality.
