In the period of 5-7 June 2012 in the city Cholpon-Ata, Kyrgyzstan, was held the first meeting of the Interstate Council on Legal Protection and Defense of Intellectual Property, organized by the State Service for Intellectual Property and Innovation under the Government of the Republic of Kyrgyzstan (Kârgâzpatent).
In the Council works participated representatives of the Government of Kyrgyzstan, heads of intellectual property offices of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Ukraine and Moldova. Our country was represented by Lilia Bolocan, Director General of AGEPI and plenipotentiary representative in the mentioned Interstate Council.
Responsible persons from the World Intellectual Property Organization, the Eurasian Patent Office and the Eurasian Economic Community participated as observers.
In accordance with the Working Agenda, the Interstate Council meeting was focused on stringent issues in the field of protection and defense of intellectual property rights the CIS states are facing with at the current stage.
Plenipotentiary representatives have reviewed and approved the Interstate Council Regulations on Legal Protection and Defense of Intellectual Property and regulations of activity of the Working Groups created within the Council, namely: on copyright and related rights; on industrial property; on prevention and combating of IP infringements.
The participants took note of information on the situation in the Member States in the field of protection and enforcement of IP rights and measures undertaken for this purpose; conduct of national ratification of the Cooperation Agreement on the organization of interstate exchange of information and formation of national databases of copyright and related rights, signed on November 20, 2009; implementation of the provisions of the Decision of the CIS Council of Heads of Governments on the Action Plan for Combating IP Infringements, in support of the stages of implementation of the CIS Economic Development Strategy until 2020; and the work in the Project on launching the joint regional information patent product of the CIS states on CD-ROM “CISPATENT”.
The next meeting of the Interstate Council will be held in 2013 in Chisinau.
On June 6 this year, in the works of the Interstate Council, took place a regional seminar entitled “The Role of Intellectual Property for Innovation Development: Developing National IP Strategies”, organized by the State Service for Intellectual Property and Innovation (Kârgâzpatent) with the support of the World Intellectual Property Organization.
The participants in the seminar exchanged views on the practical aspects of intellectual property protection and the activities of IP offices for development of national IP strategies. Mrs. Lilia Bolocan, Director General of AGEPI, presented the draft national intellectual property strategy until 2020, noting in her communication more country’s reserves existing in the field of IP protection, such as: insufficient use of research and innovation activity results as a key component of a competitive, knowledge-based economy; low level of knowledge of the population in the IP field and high degree of counterfeiting and piracy, which is a great danger for both country’s economic security and health of local consumers; the need to increase the IP role in the economic, social and cultural development of the country.
The participants in the seminar appreciated the importance of topics, the high level of organization of the meeting, stating the need to increase efforts in the field of society information on intellectual property, the need of protection and defense of IP rights.
The Interstate Council on Legal Protection and Defense of Intellectual Property was created under the Agreement on cooperation in this area and establishment of the Interstate Council on Legal Protection and Defense of Intellectual Property, signed on November 19, 2010, in the city of St. Petersburg.
The Interstate Council includes representatives of 10 signatory countries of the Agreement: Republic of Azerbaijan, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Republic of Kyrgyzstan, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan, Ukraine, and Republic of Moldova.
Said Agreement was approved by Government Decision no. 442 of 16.06.2011 and was submitted to Parliament for information.
The Agreement aims primarily at coordination of the joint activity on improvement of the interstate system of protection and defense of intellectual property and prevention of intellectual property infringements.
